According to the Da Nang Construction Department, the Saint Petersburg Dolphinarium branch of Utrish Dolphinarium Company Ltd in Russia has developed an investment plan for a dolphinarium and marine mammals feeding area in the city.

The proposed project would cover an area of at least 2.5 ha and be located near a local beach.  The Construction Department has suggested that the site should be near the Thuan Phuoc Bridge, which abuts the Da Phuoc urban area.
