Appealing for investment in public parking areas

Following an approval by the Da Nang People's Committee on 21 July 2015 for the adjustments to the master plan of the static traffic system by 2020, with a vision to 2030, the city will have earmarked 1.31 million m2 of land for static traffic by 2020. This figure will have reached nearly 4 million m2 in total by 3030.

Under the master plan, the land resources have been designated for the construction of 2 inter-provincial passenger coach stations, 5 truck stops, 6 Bus Rapid Transit (BRT) stations, and 167 public parking areas.

Currently, the city is appealing for foreign and domestic investment into the construction of the public parking lots.

According to the municipal Department of Transportation, currently, the city has a population of over 1 million people, with around over 865,000 registered motorcycles, more than 6,000 electric motorcycles, and over 74,000 four-wheeled vehicles. These figures do not include the vehicles from other localities natiowide operating in the city.

Of note, over 50 new cars are registered every day, hereby more than 1,500 cars in total are put into use each month. As a result, the city is expected to have 120,000 four-wheeled vehicles out of the 1.2 million private vehicles by 2020.

Currently, partial traffic congestions occur along some downtown streets, especially during rush hours.

Mr To Van Hung, the Head of the municipal People Council’s Board of Urban Affairs pointed out to the fact that, one of the shortcoming in the urban planning strategies over recent years is that priority has been given to the allocation of land for housing development, instead of  transport infrastructure system.

He underlined that one of the most important solutions is to appeal for even more local residents to travel by subsidised intra-city bus instead of their private vehicles. 

According to Le Van Trung, the Director of the Department of Transport, said that his unit has actively given suggestions to the municipal government in appealing for investment in the development of concentrated parking lots across the city.

Notably, the municipal People’s Committee has already given the go-ahead to the 1st stage of the construction of a 6-storey parking garage at 255 Phan Chau Trinh in Hai Chau District at total cost of nearly 28 billion VND funded from the city budget.

The municipal Department of Transport and the city’s Institute for Planning and Construction are jointly developing plans for the construction of parking areas with each at 172 Nguyen Chi Thanh and 92 Dien Bien Phu, plus an underground parking site opposite the One Opera Hotel on Nguyen Van Linh. The 3 parking prjects have been added to a list of investment projects under the public-private partnership (PPP) format.

The site master plan for the construction of a parking facility at 10 Ly Thuong Kiet in the form of PPP is now underway by the municipal Management Board of Traffic Project Investment along with Construction and consultancy units.

The city leaders have approved a site plan at a scale of 1:500 for a parking lot at 166 Hai Phong. At present, the Thanh Khe District People's Committee andthe municipal Management Board of Traffic Project Investment and Construction are jointly carrying out clearance work for the implementation of this PPP projects.

Apart from PPP projects, appeals are being made for the general public to pour money into the construction of 13 parking lots, with each at the southeastern site of the intersection of Pham Van Dong and Ngo Quyen streets; to southwestern site of the junction of Vo Nguyen Giap and Phan Tu streets; on a section of Dong Kinh Nghia; west of Vo Nguyen Giap Street in Ngu Hanh Son District; on a section of Vo Van Kiet, near its intersection with Le Van Linh; a land area near the intersection of Ngo Quyen, Vo Van Kiet and Dong Giang streets; to the northeast of the intersection of Duong Dinh Nghe and Ngo Quyen strees; land lot No A12 on Vo Van Kiet,  a planned land area for car parking associated with a goods gathering point at a residential area along the Tho Quang – East Sea water drainage pipelines in Tho Quang Ward, a residential quarter on Nguyen Van Linh, in Thac Gian Ward); near the intersection of 2 September Street and the western approach road to the Nguyen Van Troi - Tran Thi Ly bridge complex in Hoa Thuan Dong Ward); an extended part of the Thanh Loc Dan - Hoa Minh area in Thanh Khe Tay Ward); and land a lot  No. 10 on Ly Thuong Kiet.

Besides the mentioned-above parking areas in the inner-city areas, the city authorities are urging relevant agencies to recheck the proposed sites for the construction of 8 parking areas along coastal routes.
