According to the construction licence granted by the municipal Department of Construction, the Muong Thanh Hotel and Son Tra High-Class Apartment Complex project which is developed by the Dien Bien Construction Company No 1 has 42 storeys and 2 basement levels. The 2nd to 5th storeys in the apartment block are designated for a parking area, a kindergarten, and some public areas.

However, during construction process, the company has not followed the approved designs, and on its own turned each of the four storeys into 26 apartments for sale.

As planned, the Ngu Hanh Son District authorities would take coercive measures to demolish the illegally-built works from the 2nd to 5th storeys on 20 August.

However, during the recent inspection visit to the complex project, relevant local agencies have already discovered some new violations in the apartment block.

In particular, the apartment block’s 35th storey is designed for a shelter according to the construction licence, but in fact 8 apartments have been built there and they have been put into use.

On the 41st and 42nd storeys, the total permitted area for construction on each storey is only 313m2. However, a total of 26 apartments covering a total area of 4.393m2 have been built and put into use on each storey.

Therefore, on 14 August, the Ngu Hanh Son District authorities asked permission from the municipal government to temporarily postpone the use of coercive measures to demolish the illegally-built items from the 2nd to 5th storeys in order to deal with all previously and newly-discovered violations.
