Tightening management of city's IPs in terms of land use

Effective measures should be taken to tighten the management of Da Nang’s industrial parks (IPs) in terms of land use and environmental protection issues.

This was one of the instructions made by municipal Party Committee Secretary Truong Quang Nghia at a recent meeting with other city leaders in an attempt to identify development orientations for local IPs, and the city’s hi-tech and dedicated IT parks in response to the city’s ongoing ‘2018: The Year of Investment Promotion’ campaign.

The city Party chief underlined a must-do for relevant local agencies to monitor the operation of all local IPs, especially new ones, namely the 2nd phase of the Hoa Cam IP covering around 125.14ha, the 405.49ha Hoa Nhon IP, the nearly 400.02ha Hoa Ninh IP. 

In particular, unused land in IPs will be taken back in order to re-lease it to businesses that are in desperate need of the land for production activities, with the priority given to manufacturing establishments in residential areas and small and medium-sized enterprises (SMEs).

In addition, heavy administrative penalties will be imposed on environmental violations in IPs.

The Prime Minister recently gave the go-ahead to the relocation of the Da Nang IP to another location so as for its existing site to be converted into urban land areas in years ahead.  Therefore, businesses operating in this IP are being encouraged to move to other IPs.

The Tho Quang Seafood Services IP should not need to be expended in the coming time, and instead, importance should be attached to enhancing the operation of the existing businesses in combination with ensuring the environmental sanitation there.

With regard to the Da Nang Hi-tech Park, the 1st stage of this project has to date been completed. 

Secretary Nghia noted that appeals for public investments should be made to develop the infrastructure at this park, instead of relying too much on the funding from the city budget.

The city top leader also asked work to start as soon as possible on the construction of housing for experts and employees working in the park, along with a fully-equipped workplace for the Authority staff.

To date, the Authority has granted investment registration licences for 10 projects totalling 249.5 million USD, 3 of which were wholly Japanese-invested ones involved in the manufacturing sector.

In particular, 2 out of the Japanese-invested projects, both involved in the precision engineering sector, have been put into operation, with each generating an annual revenue of 65 billion VND (over 2.8 million USD).  

As for the implementation of the city’s dedicated IT Park, it is reported that 85% of the land levelling work, 45% of internal traffic systems, and 45% of drainage systems, the planting of trees, and basic lighting systems have to date been completed.

Da Nang now has 6 dedicated industrial parks (IPs) covering a total area of over 1,066ha.  They are the Hoa Khanh, expanded Hoa Khanh, Da Nang, Lien Chieu, Hoa Cam and Da Nang Seafood Services IPs.  84% of the IPs’ rentable space has been leased by investors.  To date, the 6 IPs have attracted a total of 470 projects totalling 1.815 billion VND, together creating employment for 74,314 people.
